Canal & River Inspections

Hi All, 

I am looking for some information on who is typically responsible for asset (embankments, locks, signs etc) condition inspections on inland waterways in the UK.  Finding who has responsibility for inspections and asset maintenance on canals in England is proving tricky to find and I was hoping somebody here may be knowledgeable in this area and might to able to assist.
